OSCC
Priorities 2008
The Board of Directors of the
Oregon State Chamber of Commerce has zeroed in
on three priorities for 2008 designed to
strengthen the organization, support its members
and advance the state’s business climate.
- Develop and implement
an OSCC Communication Plan that promotes
member involvement, networking and a return
on investment.
- Develop and implement
a formalized OSCC mentor program.
- Continue to advance
OSCC’s legislative program through member
outreach, Legislative Team involvement and
collaboration with other organizations that
represent the interests of business.
While focusing on these
three priorities, OSCC members can still count
on existing programs and efforts. Those include:
- Providing for
continued professional development through
our scholarship fund. That fund, by the way,
reached an all time high this year at the
Conference raising more than $2,800 to be
dedicated to providing training for you and
the members of your staff.
- Recognition of
achievement for high quality, professional
publications through our Publication Awards.
- Celebration of
outstanding programs through our Chamber
Achievement Award.
- Appreciation of
strong leadership through our Chamber
Executive of the Year Award.
- Networking and
camaraderie building at the Annual
Leadership Conference.

Workdrugfree
Conference Set For January 16
To raise awareness of workforce
substance abuse issues among Oregon legislators and
other policymakers, Workdrugfree Oregon will present
A Conference for Policymakers: The Economic
Impact of Substance Abuse in Oregon on January
16, 8:30am–4:30pm, at Kaiser Town Hall in Portland.
The conference, chaired by Dan Harmon, Executive
Vice President and General Counsel, Hoffman
Construction, will include employer, labor, agency
leader and legislator panels to identify future
policy and legislative initiatives. The conference
keynoter will be Dr. Donna Smith, Regulatory
Affairs, FirstLab, on Trains, Planes & Trucks:
Substance Abuse in Transportation. Dr. Smith
previously served as Acting Director, Drug
Enforcement and Program Compliance for the U.S.
Department of Transportation and was a principal
author of the DOT drug and alcohol testing
regulations. She will provide a look at 15 years of
DOT drug testing policy and programs, including
strengths, weaknesses and solutions for success.
Conference fee is $35 and
includes continental breakfast and buffet lunch.

Chamber Leaders
Appointed to Governor’s Revenue Restructuring Task
Force
Governor Ted Kulongoski recently
announced appointments to the Task Force on
Comprehensive Revenue Restructuring created by House
Bill 2530, including two members of the Oregon State
Chamber of Commerce. Bernie Bottomly, vice president
of government affairs for the Portland Business
Alliance and Brad Hicks, President and CEO of the
Medford/Jackson County Chamber of Commerce will
serve on the prominent group.
The legislation, passed in 2007, creates a new
opportunity to examine Oregon’s tax structure from
top to bottom - from cities and counties to school
districts around the state.
“Oregon’s tax system must be stable, adequate and
fair in order to promote prosperity, expand
opportunity, and meet the needs of our citizens in a
growing economy,” said Governor Kulongoski. “Over
the years there have been many solutions offered to
create such a system. With this tax force I’m asking
participants to challenge all assumptions and take a
fresh look at how we raise revenue and provide
services at all levels of government in Oregon.”
The Governor appointed Lane Shetterly, who served as
director of the Department of Land Conservation and
Development from 2004 through August 2007, to chair
the task force. Shetterly also served as a member of
the State House of Representatives from 1997 to 2004
and chaired the House Revenue Committee from 2001 to
2004. Shetterly will lead a 30-member task force: 17
voting members, including nine members appointed by
the Governor and eight legislators appointed by the
Speaker of the House and President of the Senate,
and 13 non-voting members, including State Treasurer
Randall Edwards and 12 members appointed by the
Governor.

OSCC Sets Regional
Member Meetings
The OSCC Legislative Team has
embarked on a listening tour as part of the
organization’s efforts to develop its 2009
Legislative Agenda. Each of the three-hour meetings
will devote the first hour to a conversation with
local Chamber executives to provide a general update
and orientation regarding the support and services
of OSCC. The remaining two hours will feature a
discussion on key legislative issues that will play
a significant role in the 2009 session.
Participating Chambers are encouraged to invite key
business leaders and Chamber decision-makers to the
second portion of the meeting.

The McMinnville
Area Chamber of Commerce seeks a President/CEO with
the commitment and skills to lead the organization.
The Executive Director/CEO is responsible for the
overall policy implementation of the Chamber Board
of Directors and the day-to-day management of the
organization. The position will oversee staffing and
supervision of the staff, support the Chair of the
Board and Executive Committee, serve as Secretary of
the Board of Directors, Executive Committee, and is
ex-officio member of all committees of the Chamber.
The Executive Director will report to the Board of
Directors, lead the staff and volunteers, guide
organization-wide direction and focus, and ensure
that the organization has sufficient financial and
human resources to meet its mission.
The successful
candidate will be a visionary with a high degree of
community awareness and personal integrity. He/she
will possess superior communication skills and a
positive can-do attitude; he/she is approachable and

Survey Aids
Klamath Union High School Project
Klamath Union DECA is conducting a research project
to analyze industrial standards and expectations of
new employees. This study will evaluate skill sets
and important assets. The results will be analyzed
and compared to varying expectations at a high
school level. Their plan is to share our research
results with the regional ESD’s, the Oregon
Department of Education, and other interested
